“Committee: 1) Notes a recent report by His Majesty’s Inspectorate of Constabulary in Scotland which found that since 2020 the total number of people killed or seriously injured on Scotland’s roads has increased each year, further notes that since the creation of Police Scotland there has been a 63 per cent drop in the number of road traffic offences being detected and recorded, and that while there has been a reduction in serious injuries on Edinburgh’s roads over the last three years there has been no reduction in fatalities in the same period. 2) Notes that local authorities in England have, since May 2022, been able to apply to the UK Government for powers to enforce ‘moving traffic offences’, but these powers are not available to local authorities in Scotland; 3) Notes there may be advantages to the council in having powers to enforce moving traffic offences, in particular where the council has introduced new traffic calming measures or traffic restrictions, and more broadly in ensuring that the city’s transport network operates in an efficient and safe manner; 4) Therefore agrees the Convenor will write to the Cabinet Secretary for Transport to ask if they have any plans to consider this decriminalisation, agrees the council leader will also raise this through Cosla, and agrees that any response to these communications will be circulated to committee members.”
