“Committee:

1)             Notes the concerns of the local community regarding the condition of Balerno’s roads and pavements after the recent winter weather conditions.

2)             Notes that whilst Balerno has a number of Priority 1 roads and pavements scheduled for clearance many of the Priority 2 and 3 routes weren’t sufficiently cleared of snow and ice causing significant accessibility and road safety issues.

3)             Requests Officers arrange a meeting with local ward Councillors and Balerno Community Council to review the current winter readiness schedule for Balerno and to consider future enhancements.”

“Committee:

1)       Notes recent reports of waste volumes increasing and the ongoing problem of trade waste being disposed of in communal bins.

2)       Acknowledges that previously the Council ran a citywide trade waste service, but this was cancelled as it was not financially sustainable.

3)       Requests Officers consider re-establishing a trade waste service in Edinburgh and to investigate the opportunity to allow disposal of trade waste at recycling centres.

4)       Requests a report back to committee in 6 cycles.”

Motion by Councillor Lang - Safety of shared spaces in residential developments

“Committee

1.         Notes the use of ‘shared spaces’ in new housing developments where no formal footway/ carriageway distinction exists, and where pedestrians, cyclists and motor vehicles use the same surface.

2.         Notes the requirement for Council transport officers to consider the appropriateness of proposed shared spaces when responding to planning applications.

3.         Notes the intent of shared spaces to address driver behaviour within residential areas but also recognises the concern around the safety of shared spaces for vulnerable users, including children and disabled people.

4.         Seeks a report withing three cycles on:

            a.         what national policy/guidance exists around the use of shared spaces,

b.         the current approach within Edinburgh with respect to the use of shared spaces including transport policy and city design guidance,

c.         the current professional advice from officers on the appropriateness of                  shared spaces given wider Council polices around improving road                                   safety and,

            d.         whether any current arrangements and policies should be changed.”
