By Councillor Flannery - Young People Placed in Homelessness Hostel Accommodation

“Committee Notes

1)       That Young People placed in Homelessness Hostel accommodation needs to be matched to need, with regular monitoring of suitability, cleanliness, single/mixed sex accommodation provision, and clearly defined complaints and accountability procedures.

2)       Young People in Full Time Education or apprenticeships are particularly vulnerable.

3)       Instances of new homelessness placements, resulted for some, experiencing 4 moves within an academic year; changes to accommodation at short notice; negative experiences insufficiently addressed; and no obvious authority responding to Homeless YP need.

4)       The one constant is their FT educational experience.

Asks for

5)       A review of provision particularly of the 16 – 18 age group in Homelessness hostels and in FT education, including the role of Key Workers, Social Workers, Housing Officers and School Link Advisors to support their education.

6)       A report back within 2 cycles, covering Pts, 1, 3 and 5 for referral to the Education, Children and Families Committee.”
